Prepared around the Forum’s 2010 convenings, this policy paper argued for strengthening the peace and security agenda shared by IGAD and the African Union. It set out how anticipatory, scenario-based analysis can support conflict prevention and deeper cooperation across the eight states of the Greater Horn.
